Hub Scoring
Criteria

Score any place against any hub type. Geography, factors, and market share combine into a verdict — from Not Viable through to Dominant Hub.

The Joker principle: not every place can or should be a hub. Geography that disqualifies a logistics hub may still permit an education hub. The scoring is honest enough to say Not Viable without apology.

01 Geographic Position Score

Score the place's centrality at each geographic level. A place at the center of its district scores high at district level. Position on major routes scores under corridor. 0 = peripheral / absent. 5 = central / optimal.

Local / Municipal Position 0
Is this place central within its own local municipality — or peripheral?
PeripheralCentral
District Position 0
Is this place central within its district? Northwest edge of a province scores low here.

Provincial Position 0
Does this place sit centrally within the province, or is it far from the provincial center of gravity?

National Route Access 0
Is this place on or near a national road (N-route)? Direct access = 5. No access = 0.
NoneDirect N-road
Corridor / Network Position 0
Does this place sit on a functional development corridor — a route connecting major nodes?
IsolatedOn corridor
Continental / International Access 0
Does this place have access to port, international airport, or cross-border routes? Relevant for metro / global hub only.

02 Hub Type Selection

Select the hub type you are scoring for. Geographic dependency rating shown under each type — high dependency means geography largely decides viability before any investment is considered.

03 Hub-Specific Factors

Select a hub type above to load its specific scoring factors.

04 Market Share Assessment

A hub doesn't just participate in a sector — it captures a disproportionate share of activity relative to its peers. Score the market concentration this place holds.

Hub Reading

Hub Scoring Criteria — Stage 3 of the Development Analysis Framework. Scores are working assessments based on available data and field observation. Geographic dependency ratings reflect the degree to which geography, rather than investment, determines hub viability. This report completes the three-stage analysis sequence: Checklist → Qualification Matrix → Hub Score.
